Why EPA Lead Paint Certification Training Program is required?

The Environmental protection agency (EPA) initially released its Lead-Safe Certification Program in April of 2008. A couple of years later to the day, the measure had taken effect. It is affecting all employees who meet up with lead paint in dwellings, schools, or child-care facilities made prior to 1978. In the past few years, the bureau has brought up awareness with regards to lead-safe certification, and the significance about employing only certified firms, through a far-reaching publicity campaign. Based on the EPA’s projections, over 200,000 U.S. contractors may have handled pre-1978 properties between April of 2010 and April of 2011.

When it’s not being scraped, sanded, heated, or else disturbed, lead paint does not tend to damage people or pets. If it is removed with no caution, on the other hand, it absolutely does. High-traffic areas of a home, like stairs and patios, are usually major sites for lead-dust production. Including the soil all around a property could become clogged with lead from external surfaces paint. A blood analyze should be implemented to any child who’s got experienced extended exposure to lead dust, or who may have eaten lead paint chips.

If you are the landlord of a house constructed prior to 1978, you should inform tenants from the presence of lead paint in the place for rent, and also any particular dangers it would pose. Sellers are both equally obligated to provide possible buyers such information. A paint evaluation and risk assessment can remove all doubt about how exactly much lead is in a building’s paint, and whether it is a possible hazard.

Uncertified contractors risk time in jail and/or solid fines ($37,500 per violation daily is not unheard of). If you would like to learn more about the EPA lead based paint certification program, dial 888.926.4727.

Lead paint could be a enormous, but a bit of experience and conscientiousness will likely tame it. Both contractors and their potential customers have roles to play in making certain that the Lead-Safe Certification Program achieves its goals. Firms that do RRP work should preserve their certification, and the public should put into effect certified firms when looking for renovation, repair, or painting.

EPA Lead Renovation, Repair and Painting Program

The Environmental Protection Agency’s Renovation, Repair, and Painting (EPA’s RRP) Rule is the most authoritative Federal lead regulation since the Department of Housing and Urban Development (HUD) Lead-Safe Housing Rule 10 years ago. The idea is to bring down or wipe out the risk of ingesting or inhaling lead-based paint dust resulting from the work. Only contractors that are educated and Environmental Protection Agency (EPA) Certified Renovators and their trained crews, are allowed to execute lead-safe work practices.

The problem is that it’s often unimaginable to ascertain if a job will or won’t require the practice of lead-safe work drills, until the job site has been examined for lead-based paint, particularly if the dwelling age is uncertain. The manufacture and sale of lead-based paint was prohibited in 1978, but there was for sure some residual lead-based paint used by painters, contractors, and homeowners after that time. It’s possibly prudent for any homeowner to test painted surfaces. Lead testing requires an EPA approved test kit, and has to be handled an EPA Certified Renovator.

Please call 888.926.4727 to register or inquire about additional EPA Lead Based Paint Certification training dates.

To bound liability, the Contractor asks a homeowner’s signed verification of the dwelling age. Also, Housing and Urban Development (HUD) or other governmental help must be disclosed. The age of a dwelling possibly determined by processes such as multiple listing services, public land records, foreclosure notices, private real estate postings, deed records, tax assessor records, etc. If the age of the dwelling is somewhat in uncertainty, lead testing is the better recourse to blanket the homeowner’s health and the Contractor’s liability. The federal agency has the authority to seek civil fines of $37,500 per offense and a supplementary criminal fine plus jail time for intentional and self-willed violations of the RRP Rule.

Firms can start applying for EPA’s RRP certification by submitting the Environmental Protection Agency form, “Application for Firms” which is signed by an authorized individual of the firm and includes the suitable fees. Common renovation, repair and painting (RRP) activities like cutting, sanding, and demolition can produce hazardous lead chips and dust by disturbing lead-based paint, which can be harmful to children and adults.

On April 22, 2008, EPA issued an EPA RRP rule to protect against this risk, asking the practice of lead-safe practices and other activities aimed at preventing lead intoxication. Under the rule, kickoff April 22, 2010, contractors doing RRP projects that disturb lead-based paint in dwellings, schools, and child care facilities constructed prior to 1978 must be EPA certified and must abide particular work practices to avoid lead contamination.

RRP Lead Paint Certification Training courses were developed by the U.S. EPA, together with the U.S. Department of Housing and Urban Development (HUD), to develop RRP dust sampling technicians and contractors on how to comply with EPA’s RRP rule, and HUD’s Lead Safe Housing rule. The federal agency will not be building up a model Dust Sampling Technician refresher training at this time.

Although the EPA doesn’t change the application of penalties in the period, it didn’t alter the requirements of the following new standards and working practice are already in place.
